I have to stream Cold War via the CPU because the graphics card does not output a smooth 60 FPS in Cold War.

Scaled down to 720p.
In the stream, there are always such small laggs with fast movements. The internet connection is sufficient. Download: 56 Mbps Upload: 11 Mbps.
Is probably due to the GPU and probably 3 GB VRAM ahahah
I'm not surprised that your CPU can't do that.
It's too much of a burden.
If your GPU can't handle this, you'll need to get a new one.
The 1060 is also a bit outdated.

I would still tap the GPU. What you can still do is perform a ping test here, do 20 tests and see whether the ping rises above + 80ms in between, if so, this is due to the internet connection or the Wi-Fi connection.
