Twitch stream pixelated?

My stream is still pixelated despite 8000 bitrate, NVENC encoder for quality and output quality 720p that has already been reduced. I can't explain it. (E.g. RTX 2070, i7 9700K)

Just do a speed test on Speedtest.net and tell me the result of the upload.

I use LAN, the results of the speed test are:
Downstream: 410.49 Mbps Upstream: 26.63

26.63 ≈ 3 MB / s

Not very good for streaming. This is probably because you have too little upload
