I have ever streamed with 500 KILO bit / s! Although only in 480p, but at least!
How much upload do you have?
50k minimum
10 Mbits should be there in the upload for 720p @ 60 fps
Download 14.0 Mbps and upload 1.0 Mbps just measured.
This is not quite optimal, but with a few tests, you can optimize the settings so that something handsome comes out…
Just give it a try…
