The PC seems a bit weak to me, but in principle you should be able to stream and play. The question is what you can play with the computer at all.
The much more important question is how strong your line is and not the download but the upload speed. You can still have such a monster of a computer if the line does not get the data up fast enough, then none of this will help.
Although I'm not an expert on I would say that it is too weak.
Is a 50,000 line enough?
No, you can forget about streaming with the processor alone.
The processor comes from Q3 2014, and is therefore almost 6 years old. The FX line is also known to be extremely bad despite having a high core count, but I don't want to start the topic again.

You can't stream with the computer. Your CPU is too weak & out of date, as is your GPU. Especially if you still want to play on it.
Can you find a Pc, whether used or new, within 400 euro that is powerful enough?
The budget will not offer you a good PC on which you can gamble and stream at the same time. I recommend you keep saving.
