Twitch Paypal payment does not work. WHY?

I have a Paypal acc. About 2 weeks ago. Created and on the first day I bought 1 sub and on the 2nd day I bought a sub gift. Then the next day I wanted to do the same thing again, but there was no more. I found out that you have to wait for this cent amount with the code, but I then entered the code, but we still couldn't! After a few days I was able to donate via Tipee stream, but I still can't subscribe. WHY? I can do all the steps so that I enter my bank account etc. And then I click on confirm and it loads and the message comes:

Payment not processed.

Something went wrong and your payment can't be processed at the moment. Please try again later.

The message always comes!

Should I just wait now or is there something I can do?
