I would like to watch the live image of a Playstation 4 on a PC to comment on this afterwards and publish on Twitch as a live stream. Now the PC and the Playstation are not in the same network and a transmission via cable is also not possible, since the two devices are located in different buildings.

Without Capture Card it will not be possible & therefore also without cable. What you are alluding to is eg. The data via WLan / wireless from the PS4 to the PC to transport what does not work, certainly not for streaming.
With the PS4 you can also stream on Twitch, albeit heavily limited.
Yes of course I could do it to me a capture card but that brings me nothing if the streaming setup is not in the same house XD

Then it will not be possible otherwise.
At most a correspondingly long HDMI / DP cable across the apartments / houses / land. But remember, the longer the way = the more data is lost.
