I have an annoying problem if I always want to stream on OBS the stream is jerky or sometimes has a small still picture or even simply that the video quality does not look good. I also saw a lot of videos how to fix it but nothing helped even when I opened the program as administrator. I also downloaded OBS again and recommended on streams that the recordings are not so important.

Many streamers set this much too high.
Set to a bit rate of 1800 and check again.
Try to regulate the bit rate a bit. You can also switch your encoder to the graphics card.

Depending on that, you can go up a bit. "A lot helps a lot" is not necessarily correct. Many streamers take values that are too high, which simply causes problems and does not help the viewer.
As a streamer, you should offer the viewer the best possible experience.

NVENC stands for the encoder from NVIDIA → graphics card (hence hardware).
x264 is the codec that your processor uses via the software, i.e. CPU.
In general, encoding via the CPU (software) is recommended for streaming. You can still try it out. If the graphics card is used very hard, you will not be able to achieve good results with either the CPU or GPU.
