Can you watch Blu Ray CD's on the Xbox One Black 500gb? And is the quality worse than on a normal Blu Ray player?

Yes, you can watch Blu Tays, just insert the disc, then you will be transferred to the store where you have to download the Blu Ray Player app for free.
Personally, I didn't notice any quality differences.
