I would like to be able to record properly on the Xbox and also to be able to play properly, is there a possibility (without internet!) To get the picture on the PC with a cable?

Yes, by using a capture card.
Depending on the model, this is then built into the PC or connected to it via USB.
The console is then connected to the capture card via an HDMI cable and the video signal is played back and recorded on the PC using the appropriate software.
Preferably without elgato.
There are also other capture card manufacturers.
