Xbox one Paypal error?

I wanted to buy a game through the xbox store (Microsoft store) but whenever I want to pay via Paypal it always says: Use a different payment method. I also can't pay by credit card because I don't have one! I have already checked my PayPal but everything is still activated. Do any of you know what's wrong?

Ps: I have already asked Microsoft support, but they don't really know what to do.
