Xbox controller won't connect to PC?

I have a small problem. I bought an Xbox One controller. However, my PC does not accept the controller. It vibrates briefly but I can't use it in a game. My computer has Windows 10. Do I need a program for it?

The button for this is located on the top of the controller to the right of the LT button. As soon as you press it, the on-off button flashes until a connection to the PC is established.

Oh yes, and your PC must have Blutooth (activated)

The only cable I plug into my controller is the headset. Sorry, but I can't help you without Blutooth.
