Why is my internet downloading so slow?

Hey and I just did an internet speed test the result was 8 mbs download and 2 upload is not really much. But when I download a game in Steam or somewhere else only 800kbs arrive. On my Xbox, however, I come to 12mbs download per second, the Steam download server really so bad?
