I have just connected my Xbox One controller to my PC with a micro USB cable. But it doesn't stop flashing and I can't see it with devices.
Just because it is charging doesn't mean the cable is working properly. There's a difference between the pure flow of electricity and data transmission. So to be on the safe side, try a different cable anyway to rule out that it is connected to the controller.
Should the controller stop blinking immediately or appear automatically in the devices?
To operate the controller on the PC, you unfortunately still need a USB receiver for the controller, as no data is exchanged via the USB cable.

One controller is a wireless controller (a continuous surface, matt black as standard). For this you need an appropriate recipient.
And "wired" controllers that work via plug and play on the PC are also matt black, except for the area around the XBox symbol. This is a separate material with a high gloss finish.
