No, Xbox Live is still for the Xbox 360 Active. There are some selected games that do not have full online support anymore.

For me, there are for example Ace Combat 6 and Ace Combat Assault Horizon. In both, the online multiplayer is only limited usable. ACAH is only playable with Xbox Live Party, and AC6 still romp around a few players in available sessions…

But the service general for the Xbox 360 is as I said still active.
