We just bought the new Simspack, for almost 40 euro - it also says that it has been downloaded and installed, but if we want to play it it says that we would have to buy it again. Are my 40 euro just gone now?

In your place I would contact support. Just look for the email address from origin / ea support. Maybe also report to Playstation support.
have you already turned the playstation on and off? Respectively. The game restarted? If not, I would even try that first, as it could be a display error from the game.
