Some things only work from a certain age of link.
If the symbol is colored a bit darker, then you have no more of the Dekustäben at the moment. You have to collect new ones, then you can logically use them again.
Mostly you will find these when you defeat a Dekuranha. Also sometimes in vases, bushes and of course there are also in stores to buy.
As an OoT Specialist I can tell you something: If an item is a bit darker, you may not own one. For this, the counter must be at 0. If this does not fit the case, then something else is the problem.
In the game, Link can travel through time, changing his age as well. If he is a grown man, then he no longer uses certain items he used then. For example, masks because they are too small for his head.
As a young link, he can't use items that he has found in the future or are too big.
Maybe there's a list of items he can't use, but that should be obvious.
So if you play as an adult link, you can't use the decibels.
