It makes no difference - if both devices had 3.0, the transfer rate would be higher, but USB 3.0 to USB works the same way.

In an external hard drive there's only the same as in a PC, a cheap USB SATA controller is enough to turn a normal hard drive into an external USB hard drive.

But that's more likely to be because you either forgot to plug in the power supply or your hard drive is defective. The USB speed does not matter in principle.
