when I try to download gta 5 during the day everything works but as soon as I try in the evening nothing works anymore I start the download and a few seconds later nothing works even on my mobile phone or on the PS4 when I stop the download everything works again as soon as I start it again nothing works not only with gta 5 what can it be?

Quite normal over the internet but my pc is over lan cable and i don't know exactly what that means but you connect it to the socket and the lan cable because the router is not in my room and the cable would otherwise be in the way

What you describe is called DLAN. That usually works more badly than right. For it to work properly, an electrician in the UV must couple all phases to a filter (even if only one phase is used, a filter must be attached). It is not enough to just plug in the sockets and hope that it works cleanly and well.
Lan cables can also be easily laid. 40 meters are no problem. Do not connect your Ps4 via Lan (cable) via DLan. Then it also works better
