Why are the PS4 downloads always so 'split'?

Picture is attached and everyone with ps4 knows what I'm talking about. When the first part is downloaded you can start the game but what is the second part for?

The 2nd part will probably be the part to end the game, the first part is just that you can start playing and the 2nd part for the rest of the game. That's how I see it

You have the application file, which is the larger package, and the second is the add-on so a utility, apparently it "needs" to run separately.

Add on's are usually separate from the software, aren't they?

The first part is usually the most important. (Of course it depends on the game) and the first part is the one from which the game can already be played. So you can already play content from the game even if you haven't downloaded everything yet. The second part is the rest of the content you need to play the rest of the game. And so you can't play everything with the first part.

It is the same with XBox.

The first part has the necessary content for the game to work at all, the second part consists of the rest of the content (for Forza Motorsports, for example, this would be longer tracks).

So you can't do everything with the first part. At Forza Motorsport, for example, this means that the online mode does not work.

Add-on is something like a DLC

It runs separately, it has two windows where the download is running. Add on is just a help file for the application.
