If i reset ps4 what can i restore with my is?

I can no longer get the security mode off my PS4, although I have put the update file on a stick and inserted it into the ps4.
Now I'm thinking of simply resetting the PS4, which would mean that all data on my hard drive would be erased.
But if I bought games from the PlayStation Store, aren't they always saved under this ID?

So my question is: can I use my PlayStation ID to play purchased games and restore their content to the reset device?

If you have purchased a Playstation Plus membership, games are uploaded to the cloud at regular intervals, which saves them.

Games that you have already purchased can be found in the store library. Which is why the whole thing shouldn't be a problem.
