So on to the master armorer Hattori in Novigrad. There I notice: he only shows me armor with the note "Wrong craftsman". I can't have anything made from him. Restart, reload, different time of day, tried everything. I can buy weapons from him, but not have anything made.
After 2 hours I gave up and said to myself: Well then just a great piece of armor. Off to Joana in Velen.
Another bug. I don't know if it was a bug but I couldn't travel directly from Novigrad to Velen. I had to travel via Weissgarten and then to Velen.
When I got to Joana I talked to you and what did I find? Yep exactly: Suddenly she only offers weapons for manufacturing, but she can't manufacture them.

Oh man, I'm sorry! I think your game is badly bugged and you have to restart or make New Game + for better or worse.
Believe me, I already had bugged quests and had to do it in New Game +. Really annoying, but the developers won't fix anything either. You have to go through that.

Yes, I completed both quests for it. As I said: I'm just before the end of the main quest. Before the quests, the two of them are unable to manufacture or sell anything. So with Hattori it is definitely like that. I don't remember that with Joana.

I couldn't choose Velen. I was in Novigrad, wanted to take a fast trip to Velen and when I selected Velen I kept coming back to the map of Novigrad.
Then that speaks more of a bug. Have you ever tried to load an older game save?
Unfortunately I don't have any older scores anymore, where I know for sure that the problem wasn't there already.
You could start Blood & Wine. That works on the level. Only the beginning, until you open up the dealers in Toussaint. They're just as good as Hattori and Joanna
