I wanted to start with YouTube reaction videos. But I record on the ps4 and you can't record or stream YouTube with the ps4. How and with what can I record YouTube via the ps4?

As far as I know, that does not work.
You have to stream from pc, this does not mean that you can't play on ps 4, only the stream program runs from the computer and then you can also stream YouTube on ps4
You have to download ShareFactory and then you cut there and can then share it. Just press the "share key" twice and when you are done press the "share key" once
