I bought a Seagate Expansion + 4TB, Ps4 Pro and a Samsung 860 QVO SSD hard drive. I downloaded the new software of the ps4 and then I wanted to format the Seagte to Fat32, otherwise the Ps4 will not accept it. Unfortunately I couldn't find out why that shouldn't work. Is it even possible to format this external hard drive on Fat32?

clearly you can format a hard drive to Fat32, whether external or not (doesn't matter)
Simply connect the hard drive to your PC and select Format option in the disk management, then you can select Fat32 and it will run it.
You can also simply execute the command "format / FS: FAT32 D:" (change the letter at the end to the drive you want to format)
Under Windows, FAT32 will probably not work with 4TB, had just read a question on the net from someone who had already tried it and failed.
possibly the PS4 can recognize and format the disk as it needs it.
