So there are some streams on Twitch where you can change the quality, and there are streams that you can't change the quality. That means, with some streams if it is 1080p, you are forced to watch with 1080p because some streams can't select under 1080p.

Well, it always depends on what quality the streamer records and what it sets for the stream.
Well, but if the Twitch is on 1080p, it doesn't matter what quality it is streaming streamer. Because either way it's 1080p and one way or another it uses up a lot of data volume. Even if only 1 pixel can be seen in the video.

But that's also because of whether the streamer is an affiliate or not. Because only as an affiliate can you get the transcoding from Twitch at the earliest, provided the resources are there.
The problem is, you have to be an affiliate for viewers to be able to tune in. Luring that behind is stupid. But I'm not 100% sure.
