As far as I've read, HDMI 2.1 will only be necessary for the consoles if you want 4K at 120Hz and / or HDR images.

If you don't have HDMI 2.1, you will probably only be able to get 4k at 60Hz and no HDR picture. But you will also be able to use the consoles without an HDMI 2.1 TV / monitor.
