Where can I buy this Steam Key?

I'm looking to buy Steam Keys for the elder scrolls online but especially for the extensions. Wherever I usually buy them there are only the keys for Playstation Xbox or from the manufacturer to download. However, I'm definitely looking for Steam Keys, but can't find anything, do you know where I can find them?

Sure, I can buy them on Steam, but the purpose of the keys is that they are much cheaper. Steam itself is my final choice
