Is it normal that when you send a question to Playstation Support by e-mail, you get a questionnaire asking how well you were helped (see screenshot) before you even got help?

Yes, that is perfectly normal. Incidentally, also at Garmin, Mediamarkt or Amazon, or O2 or Vodafone and many others.

They just want to have an overview of how well the customers are being helped, where there's room for improvement and whether they would be recommended to others.
This is important information for the company.

Haha yeah that's right. At Amazon you will immediately receive a window with "Could I help you?" After the chat. And then you can evaluate the comprehensibility of the information, the solution to the problem, how satisfied it was and above all whether you would contact the support again.
