Little internet ping ps4?

I have a question. I live abroad and have a 500mbs internet. What matters is about 400 on my playstation. My problem is the ping! If I do a speed test on ookla for example. I have 5ms when pinging.

But when I play Call of Duty I have to go through 60-90ms ping.

I play with people from Germany as I said, but I live abroad.

Why do I have 60-90 ping? Is it the internet provider? Or is it because of the "German" servers?
