You are allowed to stream your own content, but not strangers from the TV.

The stream you are linking to is okay & allowed, as it brings its own content.
This is a private person. ^^ The just the original Bundestag stream on Twitch restreamt. But seems to be allowed since he already ~ 2Wochen + runs. The Mods / The mod has said as long as you do not edit anything is allowed to restreach the whole.
